Ministerial appointment debate

MSPs approved the appointment of Derek Mackay as minister for local government and planning, on Wednesday 14 December 2011.

The Renfrewshire North & West MSP moves to the front bench after a new ministerial post was created.

Angela Constance moves from her children and young people portfolio to become the youth employment minister.

Aileen Campbell takes over as minister for children and young people leaving the local government and planning seat for Mr Mackay.

The first minister announced the new youth employment post following a report's recommendation that a dedicated Scottish ministerial portfolio should be set up to help young people access the labour market.

The Smith Group report looked at ways to improve support for young people at most risk of long-term unemployment.

The group, which is chaired by Lord Smith of Kelvin, said the costs to society of ignoring disaffected 16 to 19-year-olds were "enormous".

Parliament must approve any MSP becoming a minister although ministers can move freely between roles within the government.
