The DUP's Brenda Hale used the adjournment debate to raise the matter of traffic congestion in Hillsborough village, on 23 October 2012.
Mrs Hale said the County Down village was being used as a "rat run" by vehicles avoiding queuing at junctions on the main A1 road.
She quoted a local resident who said her life had become; "a living hell".
Regional Development Minister Danny Kenedy said he was familiar with the problem in Hillsborough.
He said he intended to call a meeting of local residents to try to hammer out a way forward.
