Green Party MLA Steven Agnew made a pitch for his private member's bill on children's services at the OFMDFM committee, on 22 February 2012.
Mr Agnew's proposed bill would see a statutory duty placed on departments to work together to achieve the six high level outcomes of the ten-year strategy for children and young people.
The MLA said the bill would put a duty on the Office of the First and Deputy First Minister to produce a report and present it to the assembly on a regular basis.
Caitriona Ruane of Sinn Fein said she was very much in favour of the bill in principle, but she questioned how the statutory duty would be enforceable and what the sanctions would be.
Mr Agnew said the reporting-up mechanism would be key, with its responsibility to the assembly.
Departmental official Joe Reynolds then briefed the committee on the draft disability strategy.
The first hour of the meeting, regarding the reform of the Office of the Northern Ireland Ombudsman, was held in private session.
