On 6 October 2011 peers debated the Building Stability Overseas Strategy, designed to promote stability and prosperity in countries and regions where the UK's interests are at stake.

The strategy builds on the National Security Strategy and the Strategic Defence and Security Review and it supports the strengthening of ties with the Gulf countries, China, Brazil and South Africa.

Foreign Secretary William Hague said it "marks the first time that the government has put in place an integrated cross-government strategy to address conflict issues".

The debate was called by Liberal Democrat peer Baroness Falkner.
