Scottish Parliament

The new Parliament building at Holyrood was opened by the Queen in October 2004.

It was three years late and cost over £400m.

Indeed, some argued that the Parliament building itself, rather than the politicians' policies, had dominated the first years of devolution.

Lord Fraser, who conducted the inquiry into the building fiasco, delivered his findings in September 2004, concluding there was no single "villain of the piece" when it came to the problems and spiralling costs which plagued the project.
