Local government
WESTMINSTER
Westminster retains oversight of local government in England only as this is a devolved issue. Local councils throughout the UK have powers over the administration of public services such as refuse collections. Social services are provided by local councils throughout the UK, but Parliament has ultimate responsibility for overseeing their work in England.
SCOTTISH PARLIAMENT
The Scottish government is responsible for overseeing and funding the work of Scotland's 32 local councils, including social services. Scottish ministers have signed a "concordat" with councils, giving them more freedom to spend money in return for a council tax freeze.
NORTHERN IRELAND ASSEMBLY
Stormont oversees legislation and policies under which district councils operate and provide local services such as refuse collections. Supervision of social services is also devolved in Northern Ireland.
WELSH ASSEMBLY
Under the current devolution deal, the Welsh Assembly has the same supervisory powers over local government in Wales as Parliament has in England, including the ability to impose a "cap" on council tax and to offer rate relief. It also manages the inspection regime for local authority social services, and adoption and fostering services in Wales. It also has ultimate responsibility for oversight of social services in Wales.
EUROPEAN PARLIAMENT
Local governments are affected by a range of EU legislation adopted with the consent of the European parliament: public procurement rules, EU environmental laws (waste, air quality or noise directives), and energy efficiency of buildings.
