Boris Johnson used a speech about London's role in the European Union to call for the UK to negotiate a "pared-down" relationship with the EU.

Speaking at financial news service Thomson Reuters on 4 December 2012, he said the EU should form an "outer-tier" of the EU, similar to the role played by Norway and Switzerland which are not EU members but have access to the EU's single market.

Mr Johnson urged Prime Minister David Cameron to change tactics in his dealings with Britain's EU partners.
