This week the Record Europe looks at the European Commission's proposal to introduce a financial transaction tax.
The plans were contained in the Commission's announcement on future funding of the EU - the so-called Multi-Annual Financial Framework.
Critics say it is proof of a power grab by the EU, but others say the plan could prove popular if it is the banks that have to pay.
To discuss the issues, Shirin Wheeler was joined by:
• Nigel Farage MEP, UK Independence Party
• Rebecca Harms MEP, German Green
• Sir Graham Watson MEP, British Liberal Democrat
The programme also takes a look at proposals for a new code of conduct to keep corruption out of the European Parliament.
It follows allegations earlier in the year that some MEPs had received cash in return for tabling legislative amendments.
Some say it is a genuine piece of reform, whereas others are calling it a missed opportunity.
Shirin spoke to three members of the working group that drew up the code:
• Maria Badia MEP, Spanish Socialist
• Claude Turmes MEP, Luxembourg Green
• Alejo Vidal-Quadras MEP, Spanish Christian Democrat
Plus a round up of the rest of the developments in the EU institutions, including:
- reaction to the vote in the Greek parliament to approve the austerity measures
- senior MEPs debate the outcomes of last week's summit of EU leaders
- Iceland formally opens membership talks with the Commission and Council
- Poland takes on the rotating presidency of the EU
