The temporary government is made up of Iraqis, although they have been selected rather than voted for by people living there.
The decision to give that Iraqi government some control over the soldiers there was very important, as France and Germany may not have supported the resolution otherwise.
A government elected completely by the people living in Iraq is expected to take power early in 2006.
Foreign troops are expected to leave around that time, although some may be asked to stay longer.
