The Americans want soldiers to be sent from other countries to help keep the peace in the country, but they are struggling to get support for their plan.
The US wants the UN to pass a new rule - called a resolution - that will give United Nations support to the way the US is doing things in Iraq.
They want the United Nations to play a much bigger role in rebuilding Iraq.
However with things getting worse in Iraq, some sort of agreement is needed, so both sides may have to give in a little.
