But going into exile would mean he would get a guarantee that he won't be prosecuted if it's found he's committed any crimes.
Missiles destroyed
The three states say this is the "only Arab way out to protect Iraq" and to stop its people being killed in a war.
This comes as Iraq continues to destroy its banned al-Samoud II missiles on Monday. Ten were destroyed over the weekend and Iraq has promised to get rid of more.
But Iraqi bosses have warned they might stop destroying them if the United States doesn't back off and stop threatening military action.
The United Nations (UN) had set a deadline of 1 March for Iraq to start getting rid of the missiles.
