But if the age is cut to 16-and-a-half, learner drivers may also have to take lessons for a minimum of a year before they can pass.
These ideas are part of a new set of laws being considered by the government to cut the number of deaths and road accidents every year.
Other possible changes include:
- Showing 'P' plates for six to 12 months after passing your test
- Tougher drink-drive rules
- Making new drivers have smaller, less powerful cars
- Making learner drivers wait if they fail their test, before they can try again
