The problems include:
- smelly and dirty buildings
- toilets which overflow or get blocked
- scratchy loo roll
- doors which don't lock
- places for bullies and smokers to hide
The Commissioner, Peter Clarke, says he now wants schools to spend money improving toilets.
He thinks there are lots of things that can be done, including putting signs in toilets saying when they were last cleaned (like you see in service stations and restaurants).
And he says children deserve better than they're getting at the moment.
