And it will be much harder for pupils to be allowed back into school after being expelled for bullying or having weapons.
If a pupil is expelled they can ask an appeals board to let them back in, and the board currently allows around 40% to return to school.
Special units
Instead they are more likely to be sent to special units, where they can be better looked after and they can't be so disruptive.
Previously the government had been trying to reduce the number of pupils who were expelled, but they seem to have changed their mind.
