England, who are seeded sixth, are grouped with South Africa in one of four pools of five.
Ireland and Scotland have to qualify
The draw also shows Wales are grouped with New Zealand, Scotland will play France and Australia face Argentina.
Ireland and Scotland are not seeded so they will have to qualify to play in the tournament.
