The pitch at Wembley Stadium could be dug up and laid for the tenth time in three years, after complaints following Sunday's FA Cup semi-final.
The FA have had lots of problems with the playing surface ever since the new Wembley stadium opened in 2007.
During matches, players have said they've slipped on the turf, which could lead to injuries.
England are bidding to host the World Cup in 2018, but a poor Wembley pitch could count against them.
Arsene Wenger says the FA has to solve the problem.
He said: "I support personally the campaign for England for the World Cup in 2018. I try to be active on it so I can't imagine that England goes for the bid for the World Cup with a bad pitch.
"They have to sort out the problem. They have to sort it out. "
The FA is set to announce a decision on whether they will relay the pitch within the next few days.
