Gerogian Nodar Kumaritashvili died just hours before the opening of the games when he came off a sled and hit a steel pole.
Although inspections found the track is safe, the walls at the exit of the final curve, where Kumaritashvili was thrown from the track, has been raised.
The International Luge Federation and local coroners said that Kumaritashvili "did not compensate properly" going into a bend.
The President of Georgia, Mikhail Saakashvili, has rejected this and insists the accident could have been avoided.
