Skipper and man-of-the-match Brian O'Driscoll score their only try in the 57th minute of the game.
Ronan O'Gara landed only two of his six kicks and Ireland were helped to victory when England's Phil Vickery and Danny Care were sent to the sin-bin.
Ireland are the only unbeaten side in the championship with six points. Wales and France have four points each.
Elsewhere in the Six Nations Scotland beat Italy 26-6 - their first win of the competition.
And on Friday France dashed Wales' hopes of a back-to-back Grand Slam after beating the defending champions 21-16 in Paris.
