Children who are dangerously overweight are not getting enough help to tackle the problem, according to a report.
Two years ago the government promised to help obese children lose weight, but the study found it still hasn't come up with a proper plan.
The report by health experts said schools need more guidelines for providing access to sports facilities.
It also recommended that young children are given more help with learning how to become fitter and healthier.
By 2010, the government had promised to stop the increase in the number of very overweight under-11s.
But the report says it is really behind with the plan, and probably won't meet the target.

Some changes are set to be introduced in September, such as weighing and measuring children when they start school.
Children who are very overweight are at a higher risk of developing illnesses like diabetes when they are older.
