The government of President Daniel arap Moi has helped track down suspects and imposed the asset freezes and other financial measures which are part of the arsenal deployed against al-Qaeda.
Moi, often under criticism by Amnesty International and others since he came to power in 1978, has benefited from the strong American support he has received since the bombing.
