Iran is another state named by President Bush as part of an “axis of evil” and the US State Department annual report on terrorism said that “Iran remained the most active state sponsor of state terrorism in 2001.”

However, the report defined this as support for “Palestinian groups that use violence against Israel” and acknowledged that Iran “appears to have reduced its involvement in other forms of terrorist activity”.

Politically, tensions remained between moderates supporting President Khatami and hardliners entrenched in the government structures with no immediate prospect of these being resolved.
