The arch moderniser keeps the post he has held since May and will take charge of efforts to change the party, including recruiting more women candidates.
Mr Maude was Michael Portillo's campaign manager in the 2001 leadership race.
Earlier, he was a Foreign Office, Treasury and trade minister in the early 1990s but lost his seat in the 1992 election.
After a stint working in the City, he returned to the Commons in 1997 and served as shadow chancellor and shadow foreign secretary under William Hague's leadership.
