England's councils are improving their delivery of services, according to the public spending watchdog, the Audit Commission.
In its second annual assessment of key council services it says that 26 councils have improved at least one aspect of their services, while only nine have taken a step backward.

The Audit Commission carries out the Comprehensive Performance Assessment annually. It first started last year. Councils are rated in broad terms as either excellent, good, fair, weak and poor.
