Hertfordshire County Council was the only authority in this region to get an "excellent" rating, but five more councils were assessed as providing a "good" level of service overall.

Bedfordshire County Council fared the worst in the area, given a "poor" rating by inspectors. It did, however, achieve good marks for its education and leisure services.
