Problems remain as devolution has been suspended several times since it began.
In 2005 the IRA announced an end to its armed campaign and the independent arms decommissioning body said all its weapons had been put beyond use.
But Unionists holding the balance of power said the IRA still had some weapons and was still engaged in crime. Northern Ireland society has hurdles to overcome too, with views still divided over issues like policing, and a sharply rising crime rate.
