It is not just Afghanistan's economy and infrastructure which has needed rebuilding. For years considered a failed state, Afghanistan faced its first democratic test on 9 October 2004. Hamid Karzai was declared winner with 55.4% of the vote. He has vowed to crack down on warlords and their private militias.
