The UN’s Human Development Report 2003 in July marked countries’ progress on poverty, health and education on a scale.

Most have moved up, but 21 have suffered decade-long declines - compared to only four in the 1980s. The biggest drops have been in Aids-hit Sub-Saharan Africa.
