Scrunch the paper together in the gap between the two pieces of tubing. At one end of the cracker only make small cuts in the paper so that it comes apart easily when pulled.

Insert the “snap” if you have one, then using short lengths of ribbon, gently pull the paper together and tie the ribbon.
