Holding its own

It is more than eight years since outrage over heroin and police inaction spawned the Fund.

But for all the prosecutions of traffickers and dealers since then, leading activists like Yevgeny Roizman see no end to their work.

The Fund remains a jealously private organisation, outside the control of the state and local government.

It does not give data about its remission rate, saying only that one addict saved means a family's misery relieved and other potential addicts spared.
