At this meeting in late January, New Forces leaders told community leaders in Bouake that people needed to start paying their electricity and water bills.

The national power and water companies have supplied the north for free since the start of the crisis.

Some elders responded by saying the rebellion had destroyed the local economy so there was no money to pay the charges.

In November, six people were shot and a local power company office was ransacked in protests over bills.
