Many people decided not to wait for any government approval or any policy. They went ahead and started building their houses again.

The problem is that these are not properly earthquake-proof. However, they are better constructed than before, made from a mixture of stone and wood. The government issued some advice on how to build homes, but the Palasi have gone their own way using traditional craft skills.
