'Lack of security'

AC Nihardeen is a camp leader for tsunami victims near Nilaveli Beach in Trincomalee district. Holding his daughter, he shows off his half-completed new home. Construction came to a standstill earlier this year because of renewed fighting between the army and Tamil Tiger rebels.
