Among the first to suffer from the food shortages are the vulnerable, widows, orphans, those who are sick or HIV-positive.

Marina Kefasi, 29, and 16-month-old Mariana both have tuberculosis. "We did not harvest last year," says Marina.

"We eat water lilies and rely on my husband to travel to Mozambique to find work. I received drugs from the hospital and feel a little better, but am weak from the lack of food.

"There is no milk in my breasts and Mariana cries all the time."
