"This place is my property," says Rosie Hlakaza who lives with her daughter – who works as a street cleaner – and grandchildren in one of the basic houses. They did not have the savings to top up the government subsidy, so they got the basic one-bedroom house. This is better than a shack, but could be better.

"I've got a big family. One of the children has to sleep in the passage," Mrs Hlakaza says.
