As part of a series on housing in South Africa, Justin Pearce looks at a scheme to reduce overcrowding in Cape Town's poorest township.

Khayelitsha, 30 km from central Cape Town, was founded in the 1980s when migrants were flocking to the city, and the apartheid government wanted to keep them out of sight.

"During the rain there's a problem of floods, and at other times there is a fire risk," says Notali Jezile, who lives in a shack with four children and four grandchildren.
