On 29 August 1980, Lech Walesa met the then Deputy Prime Minister, Wojciech Jaruzelski, for negotiations with the government.

Solidarity contradicted the Soviet assertion that public life must be controlled by the party. While neither the movement nor its leaders aimed to take power for themselves at the time, the movement inevitably clashed with the government.
