Initial plans for the parliament set a price of £10m - £40m, but when the Miralles design was accepted the total leapt to £90m, with a completion date of 2001.
The price has gone up about five-fold and the moving-in date has slipped by three years.
The result has been a backlash against the project in the press, which has branded it "The Moneypit", "Dewar's Dome" and "Follyrood"
It is due to be opened by the Queen in October.
