There's quite a bit of excitement when we arrive at the IDP facility, with people crowding round and shouting "Frank, Frank". I'm the lowest ranked in my unit, but this is my project so people address me, not my senior officers.

We've turned three warehouses into living areas for 70 families and they have clean water and an electrical point in each cubicle.

Mostly they're urban poor from around Baghdad. Homeless people sheltering in public buildings are also allowed to move here when those buildings are needed.
