Coastal defences
Engineers believe the flooding in 2005 was made worse by a "funnel effect" which channelled the storm surge from Lake Borgne along the Mississippi River Gulf Outlet, into the Industrial Canal and into the heart of the city.
To prevent this, engineers are proposing to:
Build a system of high levees to east and north of New Orleans city at an estimated cost of about $2bn. These levees would be higher and wider than those found in the city centre.
Build a system of weirs into the Mississippi River Gulf Outlet to regulate flow, and dam the mouth of the Industrial Canal
The Army Corps estimates that these defences would take at least five years to build, but when in place would serve as the city's primary flood defences.
