The Ministry of Defence (MoD) has said it has not yet made a final decision to move hundreds of jobs from RAF Cosford to St Athan in South Wales.
But, in an email sent to staff and seen by the BBC, the MoD said that a recent review had confirmed its commitment to make the move.
It said a "final clarification exercise is now on-going".
The Metrix Consortium won the £16bn defence-training deal in 2007 beating a rival bid from RAF Cosford.
However, concerns have been raised about whether the plans are affordable amid rising costs.
The future of RAF Cosford's Defence College of Aeronautical Engineering has been unclear since the announcement last January.
The Public and Commercial Services Union (PCS) has contested the decision and fought to keep the defence jobs in Shropshire.
