Two men have appeared in court accused of soliciting murder and a series of other offences including terrorism charges and inciting racial hatred.
Trevor Hannington, 58, of south Wales, was remanded in custody while Michael Heaton, 42, of Greater Manchester, was bailed.
The men had appeared at the Old Bailey court in London.
A plea hearing and case management hearing is expected to take place in March.
Mr Heaton faces two counts of soliciting murder of another person or persons in January and April 2008 and two counts of inciting racial hatred in February 2008.
Mr Hannington is accused of soliciting murder in January last year and two counts of inciting racial hatred in April and May.
He also faces three counts of possessing a record or information "likely to be useful to a person committing or preparing an act of terrorism".
In addition, he is accused of disseminating a terrorist publication, which included instructions on how to make a flamethrower.
