He said US intelligence services trained Osama bin Laden for war in Afghanistan against the Soviet Union.
Colonel Gaddafi said camps blown up by the US in Afghanistan were ones they had originally created.
He also criticised the missile strikes against Afghanistan, which the US says were targeted on Osama bin Laden's terrorist training camps, and a Sudanese factory suspected of being involved in the production of chemical weapons.
The attacks would be seen as an attempt to divert attention from the "immoral scandal" of the Monica Lewinsky affair, he said.
Bad advice
Colonel Gaddafi said: "If he [Clinton] was strong and confident in himself he would not have done this, even if military strikes were necessary, in circumstances like this.

"His advisers should have advised him not to commit such an act, as it would be interpreted in the world as an attempt to cover up the immoral scandal.
"Moreover, bin Laden, whom they provided with missiles, who made him? America made him.
"The American intelligence service created bin Laden. They built camps for him.
"Who trained bin Laden? It is the American intelligence who trained him in Peshawar in Afghanistan. The camps they hit were their camps, the camps of American intelligence."
