Broadcasting body delivers report
The Scottish Broadcasting Commission, set up by the Scottish Government, has called for a new high-quality Scottish digital TV channel.
Its final report has also recommended that existing broadcasters review the way their coverage of Scotland is organised.
Here are some of the report's main recommendations:
- Publicly-funded Scottish network digital channel, committed to high-quality entertainment, news and current affairs with online content.
- Broadcasters should pay "close regard" to public views expressed to the commission.
- BBC Scotland should review TV commissioning policy and funding for Scottish programmes to address concerns about "ambition".
- Regulator Ofcom should maintain non-news programme obligations and Scottish news and current affairs in the two STV licences.
- All broadcasters should ensure better news coverage of devolved nations, including option for the BBC to produce Scottish programmes combining Scottish, UK and international news.
- Review the role, remit and funding of BBC Radio Scotland.
- Ofcom should review regulation of community radio to strengthen support for the sector.
- BBC needs "substantial" network commissioning presence in Scotland and secure 8.6% of network television production from there by the end of 2012, with the same target for Channel 4.
- One of the BBC's four TV channels be transferred to Scotland.
- Broadcasters should work to strengthen the independent production sector.
- The Scottish Parliament should take an active role in considering Scottish broadcasting.
- Scottish Ministers should have greater responsibility for broadcasting in Scotland.
- Ofcom Scotland should have greater responsibility.
