More than 400 homes in part of Wiltshire were without water this weekend after a main burst.
Despite the pipe being fixed on Saturday evening some 90 homes in east Wiltshire were still without supply on Sunday afternoon.
Thames Water said there had been a subsequent problem with a valve and the water pressure to some homes remains too low.
Bottled water is being delivered," a spokesman for Thames Water said.
But one resident who lives in Upper Wanborough said he thought Thames Water should be doing more to help.
"While I appreciate the problem with dealing with a burst pipe at the weekend, I feel the company should be doing more to look after its customers," he said.
