The Tories have held on to control of Swindon Borough Council.
The authority was expected to be one of the first to report, after trialling e-voting.
A problem with feeding back results from two online voting stations forced the council to double check no one had been able to vote twice.
The Tories had gained one seat, and now have 43 councillors. Labour gained one seat and now has 13 while the Lib Dems have three councillors.
Two "others" lost their seats.
Salisbury council is now hung after the Conservatives lost overall control.
