The police watchdog is to consider whether detectives could have prevented the murder of a shop worker shot dead in Greater Manchester.
Nasar Hussain, 30, was shot in the chest and stomach in Brookhouse Wines in Salford on 4 July.
The Independent Police Complaints Commission (IPCC) will establish what officers knew in the days beforehand.
Ryan Manning, 20, of Bird Street, Higher Ince, was remanded in custody until 28 September charged with murder.
IPCC commissioner, Naseem Malik, said: "This was brutal murder and I would like to send my sympathy to the friends and family of Nasar at this difficult time.
"Following the joint referral by GMP (Greater Manchester Police) and SOCA (Serious Organised Crime Agency) we have decided to conduct an independent investigation to establish whether either organisation knew or could have done anything to prevent his death."
Mr Hussain, a Pakistani national known locally as Nasar Shazad, had lived in Salford for about six months.
A 17-year-old youth arrested on suspicion of conspiracy to commit murder is on bail until 15 July.
Nine other men and two women, also arrested on suspicion of conspiracy to commit murder, have been bailed until 17 August pending further inquiries.
