Street litterbugs caught on film

People who drop litter in a London borough are being filmed by a council team and face £80 on-the-spot fines.

Hackney Council has employed 11 environmental enforcement officers, each of whom has a mobile phone with a video camera to record offenders.

Fines will also be issued to those who do not clean up after their dogs.

Hackney Council says there is no excuse for not dropping litter into a bin and it is everyone's responsibility to make the borough cleaner and greener.

Fiona Fletcher Smith from Hackney Council said: "We know it's a small minority of people who carelessly drop litter but it's something our residents are really fed up with.

"With over a thousand bins in Hackney, there's no excuse for not using one."

If the fixed penalty notice is paid within 10 days it is reduced from £80 to £50 and if it is not paid within 14 days, the offender could face prosecution, Hackney Council said.

The council said it collected nearly 11,000 tonnes of rubbish from its streets last year, at a cost of £9m.
