Parking charges at Leicester General Hospital have caused nearby roads to become clogged, it is being claimed.
Residents in Colman Road, which is part of an estate designed for the over-50s, say parking has become a nightmare since charges were introduced in 2007.
They have complained that they cannot leave their cars near their homes, and that visitors are put off.
The hospital said it regretted any problems and was working to provide more parking on site.
The charges were introduced after officials said the hospital had reached its parking capacity.
Residents said the emergency and social services also faced a battle to find spaces.
One local, Peter Turland, said: "You get nurses parking here, you get doctors parking here when they should be parking in the hospital.
"It is not a car park here, it is a residential street and we need to be able to have access to out homes."
