The future of the Dreamland amusement park, in Margate, Kent, remains in the balance after a council meeting.
Thanet District Council was discussing a government inspector's recommendation following a public inquiry that the site should remain as a fun park.
But amendments were made which could allow for different leisure-related developments there in the future.
The Save Dreamland Campaign were "not exactly hanging the bunting out" after the meeting, a spokeswoman said.
Councillor John Kirby, cabinet member for development services, said: "The intention is that it will remain an amusement park but with leisure facilities that will complement those in place now.
"If it can be proved that an amusement park will not be viable, then we have to look at other ways to get the best from this site.
"If we get a leisure developer coming forward who can guarantee its use 365 days a year, that's what we're looking for."
Dreamland was open for the 2005 summer season, but Mr Kirby said the site spends much of the year empty.
Sarah Vickery, from the Save Dreamland Campaign, said the operator of the Adventure Island theme park, in Southend, Essex, had repeatedly expressed an interest in running a similar venture at Dreamland.
