A Hull landmark that has stood empty for almost two decades may soon be gone for good after a bid for Heritage Lottery funding failed.
The Winding House building is about 140 years old and in a semi-derelict state on the port's Victoria Dock.
Campaigners had their Heritage Lottery application rejected for being a too high risk project.
It is the second time a bid for money has failed. There is now concern the site may be used for apartments.
In a statement the fund confirmed it had rejected an application from Winding House Ltd for a grant of £322,000 to repair and reuse the building.
Fiona Spiers, the Heritage Lottery Fund manager said: "We realise that this is disappointing news.
"However, the issues around the financial viability of the project raised too many serious concerns for us.
"In a climate of increased pressure on funds, we have to make tough decisions based on which projects offer greatest public benefit and value for money."
